I came to Oxford as an undergraduate to do my Law degree at Lincoln College. I stayed on for the DPhil, becoming an Examination Fellow at All Souls College in 1995. I joined Brasenose as a Tutorial Fellow in Law in 2001. I was elected to a Professorial Fellowship at Brasenose in 2015. From 2015-2020, I served as Dean of the Law Faculty at Oxford. I am currently Vice-Principal at Brasenose.

In administrative law, I have a particular interest in government contracts. My D.Phil. thesis examined the phenomenon of contractualisation in the UK National Health Service from a public law perspective. I developed this research into a book entitled Accountability: A Public Law Analysis of Government by Contract which was published by Oxford University Press in 2001. My book The Public Law of Government Contracts, a wider examination of public procurement and public/private partnership contracts from a public law perspective, was published by OUP in 2008. I continues to write about government contracts and public service delivery more generally, with a particular focus on the use of procurement for social and environmental goals, and I chair the Procurement of Government Outcomes network at Oxford.

I am interested in all aspects of labour and employment law, including international, European and domestic law. Some of the big themes in my research are the employment status and rights of working people on the margins of the labour market, contractual issues such as implied terms in the contract of employment, remedies for breaches of employment rights and human rights perspectives on employment law. My books include: Perspectives on Labour Law, published by Cambridge University Press in the Law in Context series in 2004, with a second edition in 2009; EU Labour Law, published by Elgar in 2012; Employment Law, published by Pearson in 2015; Valuing Employment Rights: A Study of Remedies in Employment Law, published by Hart in 2024; and Human Rights at Work (with Alan Bogg, Hugh Collins and Virginia Mantouvalou) also published by Hart in 2024.
